Video: Taking steps to reform immigration



>> the senate committee is taking a step towards immigration reform where the emotion surrounding this issue quickly became clear. protesters demanding an end to deportations and janet napolitano 's protesters were there twice more by other protesters. the secretary insisted that the border has never been more secure, something that they have questioned.

>> according to the general accountability office, the department apprehends about 61% of people who crossed the border illegally in 2011 . my question is, do you consider that a record to be proud of and count that as success or how would you characterize it?

>> i would characterize it as one of the many members that float around. other show that net migration is negative. more people are going south than coming north and that substantial progress has been made. are we done? no.

>> this comes after president obama renewed the call for immigration reform . joining me live, senior political reporter for politico and " usa today " contributor. raul, it was not just the president who addressed the comprehensive reform. rand paul and his tea party as well as senator marco rubio here. a lot of people are saying it is so linked to border security that we won't deal with the problem of immigration.

>> that are has been the case in the past. they link it to enforce am. it's a stalling technique that they set new goals and can never be met and never go forward with comprehensive reform. as much as i do support the dreamers and the rights of the immigrants, it seemed that the hearings, the timing was off in interrupting janet napolitano 's questioning. she had a very important point to make as a former governor and current head of dhs. our borders have never been stronger. that was a terrific point.

>> people are not coming into this country because there no jobs. it's part of the recession, right?

>> the magnet has been jobs. it's a chicken and egg game. do we need to secure the borders first or jobs? most agree we need a solution. we go around and around in this type of game.

>> michael was on a second ago with the daily beast . we were talking about the odds of what the president can be successful with with his agenda. immigration reform is the thing that people name instantly. he said you believe it when you see the vote from house republicans on this issue. what are the odds here? are we too optimistic because we are hearing so many voices?

>> i'm not sure we are too optimistic. i think there is a good chance and hashing out things now. the big issue is the path to citizenship. a lot of them don't know what's in the proposal yet. conservative members who will leave this fight say once they see what the proposals are and that calls for enforcement and border security . when you have people like jeff and marco rubio leaving this effort in the senate, i think it's going to have teeth.

>> you mentioned the conservative members of the senate. i want to play what lindsay graham had to say about potential problems ahead.

>> if i had to bet where this thing could run into a roadblock, it wouldn't be on the pathway to citizenship as long as it's earn and not a special pathway. we are all signed up for that. e verify and some new system to control employment, we are all signed up for that. here's the friction point. temporary workers are needed in the future. a legal source of labor for american workers. the goal is not to displace an american worker. you can get a temporary worker when there is no american available at a competitive wage.

>> the devil is in the detail.

>> we're hear enough details from the president regarding work visas and the more complicated issues that may arise?

>> no, but that's by design. the democrats are telling him to stay out of the details right now. if he starts putting down ultimatums or starts saying what he wants, republicans are going to run the other way. republicans will say it privately and democrats say it publicly, stay back. let both houses harsh this out and don't get into the minutia of it and that being said, i'm sure the democrats are talking to the white house behind the scenes .

>> quickly.

>> i agree. he cannot at this stage get too involved in the details. there so many republican devoted to ob strucking him that will not work in practical terms. on the response, immigration is supposed to be his signature issue and many in the community and latino community were disappointed there were only three sentences.
