Ahmadinejad denounces "uncivilized Zionists," urges new order
UNITED NATIONS (Reuters) - Iran's president said on Wednesday his country was under constant threat of military action from "uncivilized Zionists" and called for a new world order not dominated by Western powers in the service of "the devil."
In his eighth address to the U.N. General Assembly's annual gathering of world leaders, Mahmoud Ahmadinejad painted a gloomy picture of a world driven by greed rather than moral values.
"The current abysmal situation of the world and the bitter incidents of history are due mainly to the wrong management of the world and the self-proclaimed centers of power who have entrusted themselves to the devil," Ahmadinejad said, in what is expected to be his last address to the world body.
There was no reiteration of his comments to journalists in New York on Monday that Israel has no roots in the Middle East and would be "eliminated."
However, in a clear reference to Israel, he told the assembly: "Continued threat by the uncivilized Zionists to resort to military action against our great nation is a clear example of this bitter reality."
On Tuesday, in his address to the General Assembly, U.S. President Barack Obama warned Iran he would do what it takes to prevent it from getting nuclear arms and said there was not an unlimited time to solve the crisis via diplomacy.
Israeli Prime Minister Benjamin Netanyahu, who is due to speak at the United Nations on Thursday, has hinted Israel could strike Iran's nuclear sites, and has criticized Obama's position that sanctions and diplomacy should be given more time to stop Tehran from acquiring nuclear weapons.
On Wednesday, Netanyahu promised a tough response at the United Nations to Ahmadinejad's verbal attacks, which coincided with the holiday of Yom Kippur, one of the holiest on the Jewish calendar.
"On the question of Iran, we are all united in the goal of preventing Iran from achieving nuclear weaponry," he said in open letter to Israelis before boarding a flight to New York.
"On Yom Kippur eve, sacred to the Jewish people, the Iranian tyrant chose to call publicly before all of the world for us to vanish. This is a black day for those who chose to remain in the auditorium and hear these hateful words," Netanyahu added.
Representatives of the United States, Canada and Israel chose not to be present in the U.N. auditorium for Ahmadinejad's speech on Wednesday.
Israel and the United States have refused to rule out the possibility of an armed strike on Iran's nuclear facilities, which the West suspects aim to produce atomic bombs but which Tehran says are for solely peaceful purposes.
At a news conference later on Wednesday, Ahmadinejad said Iran is "capable of avoiding and neutralizing" efforts to sabotage its nuclear facilities, while repeating that his country is ready for dialogue with the United States.
"We are ready for a dialogue and a resolution of problems. ... We have never had any problems with the people of the United States," he said.
In his U.N. address, without mentioning the United States by name, the Iranian president took aim at Washington's global dominance, asking: "Are we to believe that those who spend hundreds of millions of dollars on election campaigns have the interest of the people of the world at their hearts?"
Ahmadinejad, whose own second and final term in office ends next year, said authority should be used as a sacred gift, "not a chance to amass power and wealth."
'A GREAT AND PROUD NATION'
Iran is under sanctions imposed by the United Nations and Western powers for its refusal to comply with U.N. Security Council demands to halt its nuclear enrichment program.
Ahmadinejad said the 15-nation council, on which the United States, Britain, France, Russia and China all have vetoes, was dominated by "a limited number of governments," preventing the United Nations from acting in a just and equitable way.
Declaring that he represented "a great and proud nation that was a founder of human civilization," Ahmadinejad said: "There is no doubt that the world is in need of a new order and a fresh way of thinking."
He said this should be "a just and fair order in which everybody is equal before the law and in which there is no double standard."
His speech touched on issues he has raised in previous U.N. appearances, such as suggesting there should be an "independent fact-finding team" established to discover the "truth" behind the September 11, 2001 attacks on the United States and complaining about the "hegemonic policies and actions of world Zionism."
A spokeswoman for the U.S. mission to the United Nations, Erin Pelton, said the United States decided not to attend the speech given Ahmadinejad's recent comments on Israel and the fact that it was Yom Kippur.
"Over the past couple of days, we've seen Mr. Ahmadinejad once again use his trip to the U.N., not to address the legitimate aspirations of the Iranian people, but to instead spout paranoid theories and repulsive slurs against Israel," Pelton said.
"It's particularly unfortunate that Mr. Ahmadinejad will have the platform of the U.N. General Assembly on Yom Kippur."
European Union states did not walk out, apparently because Ahmadinejad did not cross any of their "red lines."
"Ahmadinejad gave a long, rambling speech," a European diplomat told Reuters on condition of anonymity. "Previously we've walked out because of his anti-Semitism, threats against Israel and 9/11 conspiracies. This year his only crime was incoherence."
Bearing signs reading "Secular Democracy for Iran" and "Khamenei Dictator of Iran Must Go," referring to Iran's supreme leader Ayatollah Ali Khamenei, about a hundred opponents of the Iranian government protested across the street from the United Nations as Ahmadinejad spoke.
Separately, U.N. diplomats and nuclear experts said Iran appears to be making headway in building a research reactor that could yield potential nuclear weapons material, adding to growing Western concerns about Tehran's atomic aims.

Egypt: No need to amend treaty with Israel
CAIRO (AP) ? A spokesman for Egypt's president says there is currently no need to amend the peace treaty with Israel, despite calls in Cairo to amend the 1979 accord to allow the country to beef up its presence in the Sinai Peninsula to combat militants there.
The comments by Yasser Ali, carried by the state Middle East News Agency, were made Wednesday in New York where President Mohammed Morsi is attending the U.N. General Assembly.
Many Egyptians have for years considered the limitations on troop deployments to be impinging on national sovereignty. Egyptian groups including the Muslim Brotherhood, from which Morsi hails, have called for revising the treaty.
Although Israel has allowed Egypt to temporarily strengthen its forces in the Sinai to fight Islamist militants, it is leery about formalizing any changes.

Bracknell (England)-based upmarket supermarket chain Waitrose have revealed their intentions?to launch a cookery-based online TV channel by the end of they year, which they claim?will become the ?first purely food-related online video channel from a retailer?.
Working with Red Bee Media, the channel (set to be simply called??Waitrose TV?) will feature?a range of on-demand online videos from the supermarket?s?contracted celebrity chef?personalities such as Delia Smith, Heston Blumenthal, The Fabulous Baker Brothers, Silvana Franco, and?Dhruv Baker?(MasterChef).
The channel will be made available through?both browsers and portable devices, with?six channels and a ?highlights? stream?featured on the ?hub??to provide a range of?recipes and expert guides,?alongside interviews, informative programming based on ingredients and health, and seasonal content for periods such as Christmas.

Researchers at the University of Gothenburg have discovered that a chemical can trigger the maturation of small eggs to healthy, mature eggs, a process that could give more women the chance of successful IVF treatment in the future. The results have been published in the revered journal PloS ONE.
Women and girls treated for cancer with radiotherapy and chemotherapy are often unable to have children as their eggs die as a result of the treatment.
Although it is now possible to freeze eggs and even embryos, this is not an option for girls who have yet to reach puberty. A better way of preserving their fertility is to freeze slices of ovarian tissue that contain small immature eggs, and subsequently mature these eggs so that they can be used in IVF treatment. Unfortunately there is, at present, no way of maturing small eggs in an artificial environment outside the body.
A research group led by professor Kui Liu at the University of Gothenburg has recently discovered that a chemical which inhibits the PTEN molecule can trigger the maturation of small eggs to form healthy, mature eggs.
Carrying out a study on mice, the researchers managed to produce five live young mice from eggs matured using this PTEN inhibitor to help the growth and maturation process.
The results have been published in PloS ONE and build on previous results published in Science, where the group showed that PTEN is a molecule that inhibits an egg's development.
"This discovery demonstrates that there is a realistic chance of being able to use PTEN inhibitors to activate small eggs in a test tube," says Kui Liu, professor at the University of Gothenburg's Department of Chemistry and Molecular Biology.
Professor Kui Liu has led the study and is optimistic about the new method. "This technique is extremely valuable for those women who have only small eggs in their ovaries and cannot be helped by IVF as things stand," says Kui Liu.
Kui Liu's group demonstrated in the study that a short treatment with the PTEN inhibitor can trigger the growth of small eggs, and that this treatment makes it possible to produce plenty of mature eggs.
The results also show that healthy, live young can be born from treated eggs used in IVF. Not only were the young mice born fertile, they also showed no signs or symptoms of chronic disease at the age of 15 months, which equates to 70 human years.
Kui Liu is a professor of molecular biology and his group specialises in the study of molecular mechanisms that affect the development of female reproductive cells. His aim is to be able to use this method to help women.
"We hope to see this method being used clinically within five to ten years," says Kui Liu.

The results have been published in PloS ONE and build on previous results published in Science, where the group showed that PTEN is a molecule that inhibits an egg's development.
"This discovery demonstrates that there is a realistic chance of being able to use PTEN inhibitors to activate small eggs in a test tube," says Kui Liu, professor at the University of Gothenburg's Department of Chemistry and Molecular Biology.
Professor Kui Liu has led the study and is optimistic about the new method. "This technique is extremely valuable for those women who have only small eggs in their ovaries and cannot be helped by IVF as things stand," says Kui Liu.
Kui Liu's group demonstrated in the study that a short treatment with the PTEN inhibitor can trigger the growth of small eggs, and that this treatment makes it possible to produce plenty of mature eggs.
The results also show that healthy, live young can be born from treated eggs used in IVF. Not only were the young mice born fertile, they also showed no signs or symptoms of chronic disease at the age of 15 months, which equates to 70 human years.
Kui Liu is a professor of molecular biology and his group specialises in the study of molecular mechanisms that affect the development of female reproductive cells. His aim is to be able to use this method to help women.
"We hope to see this method being used clinically within five to ten years," says Kui Liu.

Farm-state lawmakers returning home empty-handed
WASHINGTON (AP) ? Farm-state members of Congress have campaigned for decades on the back of farm bills delivering election-season subsidies and other goodies to rural voters.
Not this year. The bill is stalled, primarily because House GOP leaders don't want a noisy fight over food stamps this close to the election. That poses a particular problem for some Republicans in tight races for the Senate or the House who will go home empty-handed when Congress adjourns this week.
Democrats are gloating.
"It's something that should have been easy," says Heidi Heitkamp, the Democrat running against Republican Rep. Rick Berg in a neck-and-neck, open Senate race in North Dakota. "Something that should have been done did not get done."
Heitkamp and other Democratic challengers are using the farm bill as an example of how they say the Republican-run House is ineffective. Current farm law, which extends subsidy payments to farmers and pays for food stamps, is scheduled to expire Sept. 30, with no new law in place for the first time in recent memory.
In addition to the effect on the North Dakota race, the failure to get a farm bill is affecting the Senate race in Montana and House races in Iowa, South Dakota, Colorado and Illinois.
Farm policy has traditionally been one of the more bipartisan issues on Capitol Hill. It still is, to an extent ? the Senate in June passed the five-year farm bill with almost two-thirds of the chamber supporting it. A separate version passed the House Agriculture Committee in July with Republican and Democratic support.
Calling it a farm bill is something of a misnomer. Food stamps make up roughly 80 percent of the costs in both versions. The House would cut them 2 percent, angering many Democrats who don't want them cut at all and Republicans who say they should be cut more. The Senate version would cut them by one-half of 1 percent.
Since 2008, the food stamp program has more than doubled in cost, to $80 billion a year, driven by high, sustained unemployment, rising food prices and expanded eligibility under President Barack Obama's 2009 economic stimulus law. Food stamps now help feed roughly 46 million Americans, or 1 in 7.
It is unclear how angry rural voters will be about the lack of a farm bill. The farm economy has been strong in recent years, and expiration won't mean an immediate loss of benefits for most farmers. But farm-state members argue that the certainty of federal policy is necessary for farmers making their annual business plans this fall and approaching bankers for loans.
Punting the bill may also mean less money overall. While both chambers' versions of the bill would save tens of billions of dollars from current spending, the agriculture committees may be asked to save even more as budgets tighten further next year.
"They are concerned there will be fewer resources if we do it next year, so they worry it will hurt their crop insurance," Rep. Steve King, R-Iowa, said of farmers in his state, where he and Rep. Tom Latham both face serious challenges from Democrats.
King and Berg ? along with Republican House colleagues Denny Rehberg of Montana, Kristi Noem of South Dakota and others ? have made repeated appeals to Speaker John Boehner of Ohio and other GOP leaders to bring the Agriculture Committee's bill to the floor before Congress adjourns this week.
"The farm bill is far too important for too many Montanans to let election-year politics get in the way of doing the right thing," said Rehberg, who is in a competitive Senate race.
Noem, who is defending her House seat against Democrat Matt Varilek, said party leaders are hesitant to bring up a vote on a bill that they think might fail.
"I am sure they are getting tired of seeing me come down the hallway to talk to them about that," she said. "It's been a disappointment to me that they've made the decisions that they have made."
Rep. Tim Huelskamp, R-Kan., said the legislation has turned into "a food stamp bill" that has bogged down because of both the presidential and congressional campaigns.
"There's not 218 votes to pass it," Huelskamp told reporters. "It's going to be very tough to do that, even in a lame-duck session."
Some House Democrats also are scrambling for cover. Rep. Bruce Braley, D-Iowa, who faces a challenge from 2010 opponent Ben Lange, last week introduced a discharge petition to place the bill on the floor calendar over House leaders' objections.
Though Berg, Noem, Rehberg and a handful of other Republicans signed it, a majority of the House is needed ? unlikely when Republicans hold 240 seats to Democrats' 190 and after conservative groups came out against the bill as too expensive.
"I am frustrated that it's not progressing," Berg said of the bill. "The unfortunate thing is that I am seeing it become political, which it really hasn't been for the last year and a half."
Heitkamp is up with radio ads in North Dakota criticizing Berg for "toeing the party line" on farm programs and endorsing some agriculture cuts. In the ad, targeted at farmers who listen to the radio while out in the fields, she reminds voters that agriculture is a $6 billion industry in the state.
Democratic Sen. Jon Tester of Montana, who is facing the challenge from Rehberg and is himself a farmer, calls the House's failure to take up the farm bill "total craziness."
"It's going to have some pretty negative effects on agriculture if these people don't get off their butts and get it passed," he said in an interview. "I am going to continue to try and talk some common sense into the House of Representatives."
Also getting criticism on the campaign trail for the farm bill's collapse are Republican Reps. Scott Tipton in Colorado and Rep. Bobby Schilling in Illinois.
The House in July passed a bill that would help livestock producers who are losing money because of a widespread drought, but the Senate has declined to take that up, with Senate Agriculture Chairwoman Debbie Stabenow saying that similar benefits are included in the larger bill. Republicans Rehberg and Berg have countered Democratic attacks by saying the Senate should consider that legislation.
