This Full Moon is locked into the Frankenstorm, the popularized name given to Hurricane Sandy so close to Halloween. It?s also being called other big names such as a Mammoth Storm, Monster Storm and a Super Storm. Many news articles are mentioning the power of this Full Moon influencing the tidal pull increasing the possibility of?storm surges and?flooding. This hurricane and the Halloween season are bringing the energy of this Full Moon to a wider audience and to the collective consciousness.

Taurus has it?s roots in the Earth, expect to see shifts around this Full Moon related to the material world. Because of this major storm, safety and security on the material level along with financial impact are also in heightened focus. In 1900 there were only 16 cities in the world that had over 1 million people living in them. Everyone else on earth lived in rural areas. Therefore, the majority of people lived close to nature and understood its cycles and their relationship to it a century ago. People valued nature.

Today the world has over 100 cities with over a million people living in them and now there is a significant disconnect from the natural world. Where people once placed value on nature, now a larger part of civilization places value on the economy. Today, accumulating material possessions, proving self-worth and value through the brands and how much money one has and the things people can do because of it, reflects the shift in priorities, values and consciousness.

Nature is the foundation of our lives and always will be. It is a requirement to exist as humanity. It is the foundation of our physical reality. The economy, on the other hand, is a man-made construct that provides a continuous fluctuation of stability vs. instability. Although the financial system is embedded so tightly into our lives and we now believe it is a necessity, it is possible for humanity to exist without it.

Although all things are changing, and transforming at all times, and natures weather patterns can vary, the Sun rises every morning, and the Moon is full every month. Nature does have it?s regular cycles that provide us with a foundation of knowing our life patterns if we tune into these cycles.

Security includes people in your life. Do you know your neighbors? In a crisis do you think you would band together or become more divided with the strangers around you? Many people living in cities do not know who lives in the apartment or house next-door! Larger cities are also touted as potentially the worst places to be in a crisis where people vie only for themselves in a competitive environment of survival.

Cities are an economical construct where financially related materialism is embodied as the highest value. We see this demonstrated when people claw and trample their way through shopping centers to fill their baskets with all those plastic material possessions during peak shopping periods. We also see this demonstrated when a storm is on it?s way and people are emptying shelves. Dependency on what is available and offered by stores also factors into how our foundations are less about people and more about financially driven companies.

In smaller locals however, where communities are built on relationships and common themes, coming together with those you know is easier. Working together for solutions, rather than against each other may never be simple, but is eased when the common bond of humanity is more realized. This is an essential lesson. We need each other. We need other people in our lives when things get rough. Be the ray of sun and hope that lights up your environment.

Now though, all this disconnect has it?s benefit to our awareness. We see so many people now turning towards holistic wellness, and earth-based spirituality to reconnect our souls to the spirit of the earth. The disconnect puts it squarely in our faces, screaming at us to wake up! We are noting the importance to stop denying ourselves from putting our feet in the grass and becoming grounded again. We see the value of getting away from the city lights and staring up into the milky way in awe of what our souls have been missing. On a broader level, more people are being shown the larger negative consequences of holding the attitude that we have ?dominion over the earth?. It?s as if the message doesn?t sink in until it?s almost too late. The gift of this Full Moon is an awakening to the necessities of our lives connected to the earth in stronger harmony.

With Halloween so close, we are also within reach of the spirit realm with more acuity. It?s time to remember those we?ve loved and lost, and who have moved onto their own present outside our material world. Create a special place, light candles and speak from your heart to those who have moved on. It will be healing and bring you closer to spirit.

Watch films and read books on haunted castles, witches, vampires, werewolves, zombies, ghosts, ouija boards and the like to get your mind traveling the realms of curiosity.

Damaging winds possible with this line, especially just north of the county seat along I-35. This will be a powerful cross wind on the interstate. Cooke county is under a Tornado Watch to 9pm.

We had a report from our Storm Chaser Jason McLaughlin of a funnel cloud near Antelope in the NW corner of Jackson County. It has dissipated.

We?ve had the police chief report a tornado on the ground east of Olney. No word on any damage. Severe cells continue to move across Young over to Montague Counties.

To our west a squall line is expected to fill in ahead of cold front/dry line. This line of storms will move into metro area after 10pm. The tornado threat will be lower but the risk of damaging winds and hail will be high.

The strongest storms will north of I-20, more likely across Wise, Denton and Collin counties. We?ll have to watch this line overnight for the the possibility of urban flooding.

Tomorrow morning we?ll wake up with some cloud cover overhead. Then we?ll have skies become mostly sunny and the temperatures warm into the low 80?s.

U.P. Kids offers trauma training for adoptive and foster parents

U.P. KIDS announces training for adoptive and foster parents to be held Tuesday, October 30, 2012, from 6 to 8 p.m. in the Luce County Resource and Recreation Center, 111 West Helen, Newberry, Michigan.? Understanding Trauma?s Effects is the second in monthly training provided in the EUP by U.P. KIDS (formerly Good Will Farm).? Eastern UP training sites rotate among Chippewa, Luce, Mackinac, and Schoolcraft counties.

This trauma training is one of many in a workshop series for resource parents.? With a combination of information and exercises, the training can help resource parents understand the link between trauma and their children?s often baffling behavior, feelings, and attitudes. It gives resource parents practical tools to help their children move forward from their traumatic pasts, to recognize and reduce the impact of their children?s traumas on themselves, and to seek useful support from others.? Attendees of last month?s training held in Sault Ste. Marie expressed the benefits of simply being with and sharing information, ideas, and stories among other resource parents.

Trainer is once again Linda Sanchez, U.P. KIDS Program Director for the Post Adoption Resource Center that services Region 1 (the U.P.).? Linda has over 10 years? experience in Foster Care, Foster Home Licensing, Family Support Services, and Post Adoption programs.? She had been director of a licensed preschool and childcare center in Texas for over 20 years.? Linda has also taught Early Childhood Education as an adjunct professor for Gogebic Community College.? She is a licensed foster parent for the Department of Human Services in Houghton County, a mother, and a grandmother.? Linda was trained as a facilitator for resource parents by Dr. Jim Henry, the co-founder and project director of the Children?s Trauma Assessment Center at Western Michigan University.

Certificates of hours will be provided to those who register and attend.? On-site childcare will be provided if requested when registering prior to October 26.

Romney accuses Obama of being soft on China

PORTSMOUTH, Ohio - It was all about China for the Romney-Ryan ticket today, the two politicians hammering the Obama administration for delaying the release of a report that could label China a currency manipulator.

"I want to make sure that when people cheat, when they don't follow the rules in trade, we finally hold them accountable," Mitt Romney told a crowd of 3,000 who had gathered on a college quad to hear him speak.

"You know the president, the president has an opportunity, had an opportunity, was required as of last Friday to officially designate whether China is a currency manipulator," Romney said, going on to explain that being a currency manipulator means that a country is "artificially" holding down the value of its currency so the products it sells are less expensive than those made in other countries, and so that American companies making the same products go out of business.

"And yet over the past several years, the President's failed to call China a currency manipulator," Romney said. "He had the occasion on Friday to come out with that official designation. Do you know what they said? We're not going to make any determination until after the election.

"Let me tell you, on day one of my administration I will label China a currency manipulator. We've got to get those jobs back and get trade to be fair," Romney said, repeating a promise he repeats nearly daily on the stump.

Romney was referring to the U.S. Treasury Department decision Friday to delay the decision as to whether China is manipulating its currency until after the early November meetings of financiers and bank presidents. The Treasury Department said in a statement that the delay would be for an assessment of the progress following a meeting of the G-20 Finance Ministers and Central Bank governors next month.

The final decision is now unlikely to come before Election Day in November. The seven prior semi-annual reports by the Treasury Department during the Obama administration have not named China a currency manipulator, but neither did reports under Republican President George W. Bush. The last time China was given such a label was in 1994, according to reports.

The delay of the upcoming report means that the outcome of the decision will probably not be known until after Election Day.

Republican vice presidential nominee Paul Ryan made similar remarks at his own campaign event in Ohio today, accusing the administration of pushing off the deadline for the report until after the election.

Early voting is already under way here in Ohio, where both Ryan and Romney will spend the day campaigning, and Sen. Rob Portman, a near-constant presence on the Romney campaign bus as of late, urged voters to take action.

"Now let me ask you something, are you going to do everything you possibly can in the next 24 days to ensure that Mitt Romney and Paul Ryan have a chance to turn this country around?" asked Portman, who spent the morning doing debate prep with Romney at a Columbus hotel. "We've got to. We cannot afford another four years of Barack Obama, right? So let me ask you, are you going to put up a sign for Mitt Romney in your yard, raise your hand. Have you made a phone call for Mitt Romney? Can you make more? Are you willing to go door to door for Mitt Romney? And folks, we need you to vote early."

Azure Capital to raise Rs 500 cr via real estate fund | Firstpost

Azure Capital today said it will raise up to Rs 500 crore through a real estate fund that focuses on commercial properties across top seven cities of India.

Azure Capital, an integrated investment company, will launch of India Realty Fund-II, a rental yield fund that focuses on commercial properties across top seven cities of India, the company said in a statement.

The size of the fund is Rs 250 crore with an additional Green shoe option of Rs 250 crore, aggregating to Rs 500 crore. The India Realty Fund II would primarily focus on investment grade commercial properties with lease to reputed tenants in the top seven cities of the country such as Mumbai, Delhi-NCR, Bangalore, Chennai, Hyderabad, Pune and Ahmedabad.

The India Realty Fund I had successfully invested in residential real estate projects in Bangalore and other parts of India, the company said. Reuters

?These projects will provide regular returns to investors with an upside of capital appreciation. The valuations presently are quite attractive as developers are increasingly looking at deleveraging their assets,? Azure Capital Advisors CEO Shailesh Ghorpade said.

Ghorpade further noted that India Realty Fund-II targets such investors who have a low risk appetite. It will provide recurring yield income coupled with high and stable capital appreciation, diversified portfolio with superior risk -adjusted returns.

The deployment of the India Realty Fund II will be across 10-12 commercial properties with an average ticket size of Rs 25-30 crore. The fund plans to raise the entire corpus within 9 months from the first close.

The India Realty Fund I had successfully invested in residential real estate projects in Bangalore and other parts of India, the company said.

22 saved from sinking boat in San Francisco Bay

(AP) ? Nearly two dozen people who were enjoying a bachelor party on what's billed as San Francisco Bay's only "floating wine tasting room" are OK after their boat hit a shoal near Alcatraz Island and began sinking Friday night, officials said.

The 45-foot Neptune hit the shoal around 8:42 p.m. and started taking on water after the impact left a 1-foot gash in the side of the boat, U.S. Coast Guard spokesman Lt. j.g. Josh Dykman said.

The boat's captain tried to steer the stricken vessel to San Francisco's Pier 39. But the boat started having rudder issues and began to sink about 300 feet from the pier, Dykman said.

Three Coast Guard boats took all 22 passengers and crewmembers off the vessel and brought them to the pier, Dykman said. San Francisco fire and San Francisco police boats also responded. There were no injuries.

"We were only in the boat for maybe about 20 minutes or so," Matthew Rice, the party's guest of honor, told KGO-TV. "We were coming around Alcatraz checking it out and all of a sudden it was like boom, just like a big jolt and the next thing we knew the Coast Guard boats came in and got us off."

The Neptune is a 1958 motor vessel operated by San Francisco Bay Boat Cruises LLC, which offers "specialty voyages" on San Francisco Bay, according to the company's website.

The boat is certified to carry 42 passengers, according to the company.

"It was just an unfortunate event," said Melissa McDowell, who operates the cruise boat as family-run business, along with her husband and adult daughter.

All three family members were on board at the time, and assisted the passengers off the boat, McDowell said.

The captain of the boat is the tiny company's only employee, McDowell said.

"Every one of our passengers were amazing," she said. "They followed instructions and were good humored about it."

The cause of the incident is under investigation. The damaged boat was towed to Sausalito Boat Works where it will be repaired. There were no reports of pollution, Dykman said.

(AP) ? Republican Senate challenger Todd Akin launched a TV ad Thursday claiming the family of Democratic Missouri Sen. Claire McCaskill "pocketed $40 million of federal subsidies" ? an assertion that McCaskill says is not true.

The ad dubs McCaskill as "corrupt Claire" and claims she is "getting rich off government." It cites an Associated Press report from earlier this week that businesses affiliated with McCaskill's husband had received almost $40 million of federal housing subsidies during her first five years in office. That report, however, did not say McCaskill's family personally pocketed all of that money.

According to an online government database, firms in which McCakill's husband, Joseph Shepard, has an ownership stake appear to have received about $39 million in federal housing subsidies between 2007 ? when McCaskill took office ? and the end of 2011. McCaskill's financial disclosure reports indicate that her husband received between $400,000 and $2.6 million in income from those businesses in the years in which they received government payments.

But McCaskill's campaign has said many of those businesses also have other income sources, and that none of the federal subsidies wound up in the family's personal bank accounts. Her campaign cited regulations by the U.S. Department of Agriculture ? which administers one of the housing programs ? requiring that the subsidies be used for operating and maintaining the housing facilities.

"It's bad enough that Todd Akin would attack Claire's family, it's worse that he is now basing his entire campaign on a lie," McCaskill spokeswoman Caitlin Legacki said Thursday. "This latest attack has been proven false and he knows it."

Akin's new ad comes just one day after McCaskill hit him with a trio of ads featuring rape survivors who were outraged by Akin's remark in August that women's bodies have ways of avoiding pregnancy in instances of "legitimate rape." McCaskill's ads also highlight Akin's position that emergency contraception is a form of abortion, which he opposes.

Akin lost the verbal and financial support of many top national Republicans immediately after his remarks. He rejected calls from GOP presidential candidate Mitt Romney and others to drop out of the race and is now trying to mount a political comeback with an aggressive campaign that links McCaskill to the policies of President Barack Obama. Last week, Akin begun running an ad suggesting McCaskill's family had benefited from housing subsidies included in the 2009 stimulus act. But Thursday's ad marked his most direct attack on McCaskill.

"McCaskill's family pocketed $40 million in federal subsidies, $40 million of our money. Corrupt Claire," an announcer says in the ad. "The moment her hand came off the Bible, it went into our pockets."

Asia stocks fall after Spain gets downgrade

BANGKOK (AP) ? Asian stock markets fell Thursday after Spain, the fourth-largest euro economy, was slapped with a two-notch credit downgrade and the U.S. earnings season opened with a whimper.

Standard & Poor's downgraded Spain's debt late Wednesday from BBB+ to BBB-, the lowest investment-grade level. S&P said the action was due to the country's recession, high unemployment and social unrest, which limit the government's options for reversing the country's financial crisis.

Meanwhile, aluminum giant Alcoa marked the unofficial start to U.S. corporate earnings season by beating earnings estimates but investors were disappointed that the company cut its demand forecast for the year, mostly due to a slowdown in China.

In another sign of a worsening global slowdown, South Korea's central bank cut its benchmark interest rate and lowered economic growth forecasts for this year and next.

The turbulence from abroad dragged Asian stocks lower. Japan's Nikkei 225 index fell 0.6 percent to 8,546.80. South Korea's Kospi shed 0.8 percent to 1,932.74. Australia's S&P/ASX 200 lost less than 0.1 percent to 4,490.50. Hong Kong's Hang Seng, however, rose 0.2 percent to 20,969.90.

On Tuesday, the International Monetary Fund reduced its growth forecast for the world economy to 3.3 percent this year from 3.5 percent. Its forecast for growth in 2013 is 3.6 percent, down from 3.9 percent three months ago and 4.1 percent in April. Global growth concerns are weighing heavily on market sentiment.

"From here on in, it's going to be a matter of how much economic or corporate earnings growth there is. And the outlook for that is still pretty flat, as evidenced by what the IMF is saying," said Ric Spooner, chief market analyst at CMC Markets in Sydney.

Spain presented yet another deeply worrying problem. Last month, the European Central Bank agreed to buy unlimited amounts of the government bonds of struggling European countries such as Spain to help lower their borrowing costs. But the governments first need to apply for a bailout.

Spain has not applied for a bailout. Instead, the government has introduced a series of austerity and labor measures in a bid to bring down its budget deficit and convince investors it can manage its finances without outside help.

"The slow progress towards a sovereign bailout for Spain will have likely played a role in the (S&P) decision, a factor that is also weighing on general market sentiment," analysts at Credit Agricole CIB in Hong Kong said in a market commentary. "The debt downgrade may on the margin increase the pressure on the Spanish government to request a formal bailout."

Among individual stocks, Toyota Motor Corp. fell 1.6 percent after the company was forced to recall 7.4 million cars from around the world due to faulty power window switches.

Shares of Australia's Lynas Corp. plunged 14.5 percent after a Malaysian Court delayed the start of production at its rare earths processing plant to consider objections by environmentalists and other opponents of the project.

Chinese property shares rose on expectations of action by the government to spur growth by supporting infrastructure projects. Hong Kong-listed China Railway Construction Corp. jumped 4.7 percent. China Railway Group rose 3.8 percent.

Wall Street stocks dropped Wednesday. The Dow Jones industrial average fell 1 percent to 13,344.97. The Standard & Poor's 500 index lost 0.6 percent to 1,432.56. The Nasdaq composite index dropped 0.4 percent to 3,051.78.

The U.S. quarterly earnings season is expected to be the weakest in three years. Analysts project that companies in the S&P 500 will collectively report third-quarter earnings that are 1 percent lower compared with the same quarter of last year.

Chevron, the second-largest U.S. oil company, has warned that slumping oil prices and production would cause earnings to be "substantially lower."

Benchmark crude for November delivery was up 37 cents to $91.62 per barrel in electronic trading on the New York Mercantile Exchange. The contract fell $1.14 to finish at $91.25 per barrel on the Nymex on Wednesday.

In currencies, the euro fell to $1.2863 from $1.2897 late Wednesday in New York. The dollar fell to 78.05 yen from 78.19 yen.

Prepaid debit cards have gotten a bad rap and with good reason. No doubt the cards are convenient, but high fees make them a controversial choice for anyone who has access to a checking account and the self-discipline to avoid overdrafts.

Yet the use of prepaid cards is on the rise, increasing 21.5 percent from 2006 to 2009, according to a Federal Reserve study of noncash payment methods.

That suggests that at least some consumers prefer to use prepaid cards rather than checks, credit cards or bank debit cards. And indeed, there are a few situations in which the benefits of a prepaid card may outweigh the disadvantages.

Prepaid debit cards can be used online or at brick-and-mortar locations to make purchases, pay bills or get cash at a point of sale or from an ATM, according to the Network Branded Prepaid Card Association, or NBPCA, an industry group in Montvale, N.J., that represents prepaid card issuers. Uses of cards include general purposes, payroll, employee incentives, health care spending, government benefits, rebates and gifts.

Cards that are network-branded, which most are, get some consumer protections through the payment network whether it's Visa, MasterCard, American Express or Discover. Cards that are lost, stolen or fraudulently misused might be covered by deposit insurance or a zero-liability policy, as some companies extend this protection while others don't.

Prepaid cards aren't a form of credit, so they have no effect, positive or negative, on an individual's credit scores, according to Anthony Sprauve, a spokesman for MyFICO.com, the credit score website.

Prepaid debit cards tend to involve a lot of fees. A recent Consumer Reports study offered a list: activation fees, monthly fees, POS transaction fees, cash-withdrawal fees, balance-inquiry fees, fees to receive a paper statement or call customer service, bill-pay fees, inactivity fees, and overdraft or "shortage" fees, though not all of those would necessarily be charged on every card.

Terry Maher, NBPCA general counsel and attorney at Baird Holm LLP in Omaha, Neb., says the fees are avoidable.

"If a person wants to run to the non-network ATM and get $20 every day for lunch, that's going to be expensive," he says. "But all the programs that I'm aware of have multiple ways that the consumer can get every penny off the card for nothing."

Perhaps the most popular use of prepaid cards is to transfer funds from parents to children and particularly college students.

Maher says a prepaid card is "a perfect product" for young people who don't have a high income or substantial assets and may be away from home, either at school, traveling in the U.S. or overseas.

Part of the appeal is the technology.

"Youngsters today don't see the need to go through the hassles and costs of a bank account when their mobile phone and a piece of plastic can serve most of the their needs," he says.

The attraction for parents is the ability to monitor the young person's expenditures, explains Karen Carlson, director of education and creative programs at InCharge Education Foundation, an affiliate of InCharge Debt Solutions, a nonprofit credit counseling agency in Orlando, Fla.

"If you want to know they went where they said they went and spent money on what they said they were going to spend it on, a prepaid card gives you that tracking," Carlson says. "That's something parents are willing to pay the fees for."

Government agencies use prepaid debit cards to disburse unemployment, welfare, workers' compensation and food stamps because making electronic deposits to plastic is cheaper than printing and mailing paper checks. Maher says it costs a couple of dollars to issue a check but only about 10 cents to deposit funds to a prepaid card.

"Governments like them because they save a lot of money," he says. "Beneficiaries like them because they know the money is there at midnight on the day they're supposed to get it. They don't have to wait for the postman or take time away from their job to run over and cash a check."

Carlson isn't impressed. She says the use of prepaid cards for government benefits is "an unfortunate trend," and concerns about fees are the reason.

"If you don't have a choice, you don't have a choice," she says. "But I think it's an area that will be scrutinized in the near future, and maybe there will be some kind of regulatory action."

Whether a prepaid debit card is a good substitute for a bank account is a matter of debate. Maher says prepaid cards are suitable for people who are outside the banking system.

"They could be living in a community that's underserved by banks or have had prior issues with a bank, so they may not be able to qualify for an account," he says.

The fact that no credit check is required is a plus for people in such situations, Maher says.

Carlson says the ability to shop online is the main attraction. "If you have bad credit, can't get a credit card or are unbanked for whatever reason, a prepaid card is a beautiful thing," she says.

Still, Carlson says there's "no advantage" of a prepaid debit card that a checking account can't offer. "The fee structures are all over the map," she says. "No matter what financial product you're getting, you need to shop around."

The Consumer Reports study also concluded that prepaid cards are "second-tier substitutes for bank accounts" because they don't provide "the same stability or protections that all consumers expect and deserve."

Maharashtra revises lease rentals of 1,577 lands in Mumbai ...

The revised lease rentals, which are fixed on ready recknor rates, would be effective from January 1. State cabinet chaired by Prithviraj Chavan gave its approval at its meeting held on Tuesday, Oct 9.

A number of these lands have been allocated at nominal rents for lease terms that extend to 90, 99, and 999 years. Some have even been allocated in perpetuity. These include lands allotted to various gymkhanas (most of them situated in South Mumbai), hospitals, and educational and religious trusts, housing societies, business houses, among others. The government is expected to get well over Rs 500 crore due to the revision in lease rentals.

As per the cabinet decision after taking into consideration 25% share of the government as a lessor 2% lease rental would be charged on residential, 4% on industrial, 5% each on commercial and residential/commercial mix properties. The renewal of lease rentals has been done for next 30 years and it would be increased by 25% after five years.

Further, lease rentals have been proposed for lands wherein they would be converted into occupancy right from lease rental. Lands, whose lease was either over or it would end in next 10 years, would be entitled for such conversion. Residential properties would now have to pay conversion fee of 20% of the market rates,? 25% of the market rates for industrial, 30% of the market rate for commercial properties. In case of? residential and commercial mix properties the conversion fee would be based on area under usage.

Chavan made announcement in this regard at the CII?s National Council meeting and later at the press conference. He informed that? these lands were given on lease rentals at a time when there was comparatively less demand for land in Mumbai. ?The lease rentals in some cases is Rs 45 per annum, Rs 100 per annum. This is quite low compared to present prices of properties in the city. There has been 921.91% rise in the value of lands in last 80 years in Mumbai,? he noted.

The proposed increase of rent and the premium of granting long term leasehold lands on freehold basis would be the matter of bargain during the process of hearing. After giving hearing, government is at liberty to keep the lease rent as proposed.

Chavan recalled that? the government had released a policy to revise lease rentals based on market rates in October 1999. However, it was subsequently challenged? in the Bombay high court.? The government withdrew its decision in November 2006. The present revision has been done as per the high court order.

Russia further delays delivery of aircraft carrier to India

NEW DELHI (Reuters) - Russia delayed delivery of a trouble-plagued aircraft carrier for at least a year on Friday, a blow to India's efforts to quickly build up naval strength as increasingly assertive Asian rival China expands its maritime reach.

Originally built as the Admiral Gorshkov in the Soviet Union, the $2.3 billion aircraft carrier is being reconditioned and was due to be ready this year, but problems with the ship's boilers have pushed the delivery date back several times.

"We believe the handover of the ship will take place in the fourth quarter of 2013," Russian Defense Minister Anatoly Serdyukov said at a joint news conference with his Indian counterpart in New Delhi.

Indian Defense Minister A.K. Antony said he had conveyed "serious concern" at the delays to Serdyukov.

The bilateral meeting precedes a visit by Russian President Vladimir Putin to New Delhi on November 1.

The ship is to be renamed as Vikramaditya and the success of the order is seen as an important test of defense ties between Russia, the world's second-largest arms exporter, and its biggest customer.

India, a big buyer of Soviet Union weaponry, still relies on Russia for 60 percent of its arms purchases, but has diversified its suppliers in recent years. Israel is now the No. 2 seller, and countries like the United States and France also increasing their presence.

"I myself expressed serious concern about the delay," Antony said, adding that the issue had been raised several times. He said he was putting pressure on both sides to finish work on the biolers as soon as possible, but said he had not discussed penalizing Russia so far.

India is closely watching the Chinese navy's newly assertive stance in the South China Sea and in a dispute with Japan over contested islands that have raised tensions in East Asia this year.

India bought its first, British-built aircraft carrier in the 1960s, which was decommissioned in 1997. Another ex-British carrier, the INS Viraat, is in operation but is reaching the end of its useful service.

Last month, at a time of high tensions with Japan over the islands, China put its first-ever aircraft carrier, the Liaoning, into service.

Itself a reconditioned vessel from Ukraine, the Liaoning will be used mostly for training and testing ahead of the possible launch of China's first domestically built carriers after 2015, analysts say.

Wary of China's might, a host of south-east Asian nations have ramped up their maritime defense spending.

India plans to spend about $100 billion over the next 10 years to upgrade its largely Soviet-era military equipment.

Apart from Vikramaditya, India is also buying or planning to buy stealth fighters, warships, nuclear-powered submarines and tanks from Russia.

Serdyukov said that production of the fifth generation stealth fighter, the Sukhoi T-50, which it is jointly developing with India, is expected to start in 2020.

He said 1,000 units of the Brahmos supersonic cruise missile, another joint venture, are being built. He said a new faster version of the weapon, which can reportedly travel at seven times the speed of sound, is being developed.

From words to deeds: Why election matters

When you vote for Democrat Barack Obama or Republican Mitt Romney in November, you'll be voting for more than a president. You'll be casting a ballot for and against a checklist of policies that touch your life and shape the country you live in.

It can be hard to see, through the fog of negative ads, sound bite zingers and assorted other campaign nasties, that the election is a contest of actual ideas. But it is always so. A candidate's words connect to deeds in office.

Roll back to 2008. Obama was the presidential candidate who promised to get the country on a path to health insurance for all. He delivered. If you haven't noticed one way or another, soon you will.

And back to 2000. George W. Bush ran on a platform of big tax cuts. That's precisely what the country got. A decade later, taxes are lower than they otherwise would have been.

That's not to say you can count on Romney's checklist or Obama's to come into full being. You sure can't.

By nature and necessity, the presidency is in large part a creature of compromise and improvisation. The unforeseen happens (the terrorist attacks), or circumstances change (the December 2007-June 2009 recession), or things that the candidate sets out to do run into a buzz saw in Congress (way too many examples to mention). That's why promises are broken, priorities shift and intentions get swept away by the fistful.

Even so, you get what you vote for, probably about as often as not. And a lot of what you get, you will feel in a personal way, for better or worse, no matter how distant Washington seems from your world.

The wars called away people in your orbit, if not in your family. The spending that each candidate wants to do ? Romney vows military expansion, Obama would put more into education, for starters ? is bound to benefit many livelihoods in some fashion, at the risk of even deeper national debt. And read their fine print: Medicare won't be the same in the years ahead. Perhaps not Social Security, either. (There's that national debt, after all.)

Across the spectrum of issues, Obama and Romney have drawn contrasts and telegraphed divergent ways for the nation to go.

You can't believe everything you hear. But you can believe enough to know that Tuesday, Nov. 6, is a true day of decision.

Amsterdam goes green with electric scooter taxis

AMSTERDAM (Reuters) - Six years ago Dutchman Ruben Beugels was on an Amsterdam tram that broke down, leaving him stuck in an out-of-the way place, and late for an appointment when he couldn't quickly find another means of transport.

"I was very frustrated at being late, and it was then that I thought, hey a scooter would be able to get me to my meeting on time," said Beugels, founder of Hopper, Europe's first electric taxi scooter service, which will debut in Amsterdam on Monday.

Amsterdam's 17th Century canals and cobbled streets make driving cars, including taxis, in the centre of the city often difficult and time consuming due to unloading trucks, congestion or road blocks, which is one of the reasons so many Amsterdamers prefer to use bicycles within the city centre.

Dutch public transport, including trams, trains and buses, is generally considered reliable and efficient, but these services, which span out like a fan from the main central train station reaching to the city's edge, aren't available throughout the oldest parts of Amsterdam's city centre, which Beugels hopes will become Hopper's new turf.

Beugels, who calls the scooters a "new form of public transport," says they will help bridge the gap between using public transport and getting to your final destination, or that last kilometre, right to the doorstep.

The scooters are high-tech, kitted out with navigation and tracking systems by the Dutch firm TomTom and a Samsung smartphone which is locked into the dash and a tablet on the back, which is used for digital advertising.

Beugels expects the glossy lime green coloured scooters will become an urban fixture in Amsterdam and eventually in the three other biggest Dutch cities including The Hague, Rotterdam and Utrecht, where Hopper scooters will be rolled out throughout 2013.

The electric scooters drive at a maximum speed of 25 km/h and can go 130 km on a fully charged electric battery. Hopper's main garage, replete with 100 scooters to start, crouches between TomTom HQ and Amsterdam's central train station.

Six years since he was left stranded by the tram, Beugels cobbled together a consortium of partners, distributors and sponsors from both private and public sectors, including the city of Amsterdam, the National railway and sustainable bank Triodos, which provided half of the financing.

"Everything we finance has to contribute, one way or another, to a better quality of life because we think that profit should not come at the expense of the world's most pressing problems, which is why we finance organic farming, sustainable buildings, arts and culture, and renewable energy schemes," said Maarten Thijs from Triodos.

"This particular loan customer (Hopper) has a very clever idea, but it's also very simple and sophisticated, which is why we like it," said Thijs.

Users can call, book online or use the Hopper app to find the nearest driver and contact them directly to book a ride, which is a flat rate of 2.50 euros.

"Amsterdam will become a bit more Italian with all those hip scooters in town. Very nice. But the nicest thing is that the Amsterdam Hoppers are noiseless and non-polluting," said Peter-Paul Blommers, marketing expert who has advised Hopper.
