Initial Evaluations for Special Education and Related Services for ...

ICAAP constantly receives calls from families and/or their medical homes indicating that requests for special education evaluations are rejected or delayed, with the school district explaining that all screenings are done at a particular time of year and that the child will need to wait to be evaluated. ICAAP has for several years expressed concern about the ambiguity and lack of consistency experienced by families when they make a request (often recommended by the pediatric primary care provider) for an evaluation for special education for their children between the ages of three and five.

After wide-ranging dialogue and very assertive engagement, the Special Populations Committee of the Illinois Early Learning Council?asked for and received a commitment from the Illinois State Board of Education (ISBE) to write an illuminating memorandum?clarifying the role and responsibilities of local education agencies (LEAs) when receiving requests for initial special education evaluations for children ages three through five.

This memo and an attached technical assistance document (entitled Requests for Initial Special Education Evaluations for Children Ages Three-Five) was recently sent to all ISBE Directors of Special Education and Early Childhood Special Education Coordinators by David Andel, Division Administrator, Special Education Services for ISBE and Cynthia Zumwalt, Division Administrator, Early Childhood Education for ISBE.? These documents make the expectations of Individuals with Disabilities Education Act (IDEA) incontrovertibly clear.

New Research from the Trudeau Institute Holds Promise for Cancer Immunotherapy Treatments

Treatment Fights Cancer's Ability to Suppress Our Immune System

SARANAC LAKE, N.Y.--(BUSINESS WIRE)--Jul 30, 2012 - New research from the Trudeau Institute laboratory of Dr. Edward L. Pearce (Washington University) has promising implications for improving a treatment for cancer known as cellular immunotherapy. The findings were just published in the The Journal of Immunology.

One of the major hurdles in treating cancer patients is the fact that most cancers actively suppress our immune system, thereby stifling the patient's ability to fight the disease. To overcome this obstacle, treatments have been designed to harvest immune cells from the cancer patient's blood, activate these cells outside the patient, and then inject the activated cells back into the patient to jumpstart their immune response against the cancer.

Studying melanoma cancer in mice, Trudeau researchers found that activating immune cells in the presence of a class of drugs that affects cell metabolism can further boost the ability of cellular immunotherapy treatments that combat melanoma tumors.

?We found that this cellular drug treatment increases the activation period of the immune cells, so that when we inject them back into mice bearing melanoma tumors, we get larger immune responses against the tumors and better control of tumor growth,? said Eyal Amiel, PhD, a postdoctoral fellow at Trudeau and lead author of The Journal of Immunology study.

Ongoing investigations from the study's authors will lead to human trials, improving immunotherapy treatments for those effected by many types of cancer.

GOP senators in NC to talk up defense spending

FAYETTEVILLE, N.C. (AP) - A trio of Republican senators is in North Carolina making the case for protecting military spending from more than $1 trillion in budget cuts that will slash both domestic and defense programs.

Sens. John McCain of Arizona, South Carolina's Lindsay Graham and New Hampshire's Kelly Ayotte visit Fayetteville on Monday. They're also in Florida and Virginia to decry the effect of military spending cuts.

The cuts were agreed to last summer by congressional Republican leaders and President Barack Obama. Congress is scrambling to come up with a way to avoid automatic cuts in domestic and military programs of $1 trillion over a decade.

A U.S. Senate committee report says North Carolina will lose health screenings, education, senior nutrition, veteran's services and employment help worth more than $100 million.

NASA's $2.5 billion Mars rover faces tricky landing (+video)

The one-ton Curiosity Mars rover is designed arrive on Mars using a supersonic parachute and a first-of-its-kind 'sky crane,' in what experts are calling a risky maneuver.

It won't be easy. The complicated touchdown NASA designed for the Curiosity rover is so risky it's been described as "seven minutes of terror" ? the time it takes to go from 13,000 mph (20,920 kph) to a complete stop.

Scientists and engineers will be waiting anxiously as the spacecraft plunges through?Mars' thin atmosphere and, in a new twist, attempts to slowly lower the rover to the bottom of a crater with cables.

Scientists on Earth won't know for 14 minutes whether Curiosity?lands?safely as radio signals from?Mars?travel to Earth.

If it succeeds, a video camera aboard the rover will have captured the most dramatic minutes for the first filming of a?landing on another planet.

"It would be a major technological step forward if it works. It's a big gamble," said American University space policy analyst Howard McCurdy.

The future direction of?Mars?exploration is hanging on the outcome of this $2.5 billion science project to determine whether the environment was once suitable for microbes to live. Previous missions have found ice and signs that water once flowed. Curiosity will drill into rocks and soil in search of carbon and other elements.

Named for the Roman god of war,?Mars?is an unforgiving planet with a hostile history of swallowing man-made spacecraft. It's tough to fly there and even tougher to touch down. More than half of humanity's attempts to?land?on?Mars?have ended in disaster. Only the U.S. has tasted success.

"You've done everything that you can think of to ensure mission success, but?Mars?can still throw you a curve," said former NASA?Mars?czar Scott Hubbard, who now teaches at Stanford University.

The Mini Cooper-sized spacecraft traveled eight and a half months to reach?Mars. In a sort of celestial acrobatics, Curiosity will twist, turn and perform other maneuvers throughout the seven-minute thrill ride to the surface.

Why is NASA attempting such a daredevil move? It had little choice. Earlier spacecraft dropped to the Martian surface like a rock, swaddled in airbags, and bounced to a stop. Such was the case with the much smaller and lighter rovers Spirit and Opportunity in 2004.

At nearly a ton, Curiosity is too heavy, so engineers had to come up with a new way to?land. Friction from the thin atmosphere isn't enough to slow down the spacecraft without some help.

During its fiery plunge, Curiosity brakes by executing a series of S-curves ? similar to how the space shuttle re-entered Earth's atmosphere. At 900 mph (1,450 kph), it unfurls its huge parachute. It then sheds the heat shield that took the brunt of the atmospheric friction and switches on its ground-sensing radar.

Curiosity then jettisons the parachute and fires up its rocket-powered backpack to slow it down until it hovers. Cables unspool from the backpack and slowly lower the rover ? at less than 2 mph (3.2 kph). The cables keep the rocket engines from getting too close and kicking up dust.

Once the rover senses touchdown, the cords are cut.

Even if the intricate choreography goes according to script, a freak dust storm, sudden gust of wind or other problem can?marthe?landing.

"The degree of difficulty is above a 10," said Adam Steltzner, an engineer at NASA's Jet Propulsion Laboratory, which manages the mission.

The rover's?landing?target is Gale Crater near the Martian equator. Scientists know Gale was once waterlogged. Images from space reveal mineral signatures of clays and sulfate salts, which form in the presence of water, in older layers near the bottom of the mountain.

During its two-year exploration, the plutonium-powered Curiosity will climb the lower mountain flanks to probe the deposits. As sophisticated as the rover is, it cannot search for life. Instead, it carries a toolbox including a power drill, rock-zapping laser and mobile chemistry lab to sniff for organic compounds, considered the chemical building blocks of life. It also has cameras to take panoramic photos.

Humans have been mesmerized by?Mars?since the 19th century when American astronomer Percival Lowell, peering through a telescope, theorized that intelligent beings carved what looked like irrigation canals. Scientists now think that if life existed onMars?? a big if ? it would be in the form of microbes.

Curiosity will explore whether the crater ever had the right environment for microorganisms to take hold.

Angolan opposition Unita claims intimdation campaign

Angola's main opposition party denounced Saturday what it claims was a violent intimidation campaign by the ruling party, three days before the start of a general election campaign.

According to the National Union for the Independence of Angola (Unita), two people died and around 10 were injured after members of the Popular Movement for the Liberation of Angola (MPLA) ambushed a meeting of Unita party members in Kapupa, in the western Benguela region.

"We were surprised by a group of people wearing MPLA T-shirts, armed with machetes... and baseball bats, that wanted to join the meeting. We didn't want to give in and there was a fight," said Unita member Marcelina Pascoal, who was in Benguela.

The party also said that Angolan authorities went to intimidate people in pro-Unita areas in the centre and west of the country ahead of the election on Tuesday.

"To frighten people in the country's interior, the regime ordered national police and the Angolan army to perform manoeuvres in apparently quiet towns with no problems in this pre-election campaign period," Unita spokesman Alcides Sakala told AFP.

The MPLA brushed off Unita's claims as political tactics.

"Unita is trying to create some useless political news to bring attention to the party just before the election," said MPLA's director of information Rui Falcao Pinto de Andrade.

"Unita is always trying to adopt this kind of position to try and justify its political failures," he added.

The election -- only the third since Angola gained independence from Portugal in 1975 -- will pit president Jose Eduardo Dos Santos against Unita leader Isaias Samakuva.

In 2008, Dos Santos -- Africa's second-longest serving leader with 32 years in power -- won over 80 percent of the vote. He is expected to sail to victory again this year.

The director of the opening ceremony for the London 2012 Games created a production for the 99 percent, it seems. For an Olympic movement that hates controversy, that is unusual.

Yes, that "NHS" spelled out by hospital beds in Friday's opening ceremonies stands for Britain's National Health Service ? the government-run universal health-care system that director Danny Boyle called an "amazing thing to celebrate."

It is more than a little bit presumptuous to imagine that Mr. Boyle was sending coded political messages to American voters who can't here the words "universal" and "health care" in the same sentence without invoking the Commerce Clause. But that doesn't mean Boyle didn't have a message.

He insisted that message was not political, but rather a reflection of the values that British society holds dear and emanates to the world.?

"One of the reasons we put the NHS in the show is that everyone is aware of how important the NHS is to everybody in this country," he said at a press conference earlier in the day.?"One of the core values of our society is that it doesn't matter who you are, you will get treated the same in terms of health care."

But not everyone agreed that the message had no hint of politics.?"NHS beds dominated the infield for so long that it seemed more a political message than a tribute to our hardworking nurses," wrote the Daily Mail, adding that the spectacle "at times bordered on left-wing propaganda."

Repeatedly, Boyle made it clear that the ceremonies were his vision, and that London organizers gave him enormous?freedom to shape them in his image. In that case, it should hardly be surprising that the director of films that chronicled heroin users ("Trainspotting") and the Indian underclass ("Slumdog Millionaire") might craft a performance from a working-class perspective.?

Is that political? That is in the eye of the beholder.?

But it is hard to escape at least some small sense of advocacy in Boyle's second act, particularly after a cigar-chomping elite?let loose the gluttony of unchecked industry on the idyllic English countryside in the first act.?This was, it seemed, an opening ceremony for the 99 percent.?

In some respects, that gave it a poignancy beyond opening ceremonies of Olympic past ? Boyle actually had a cutting message, whatever you thought of it. But for an Olympic movement that has long avoided even the scent of controversy ? even forcing cities to ban civic protests during the Games ? it was an unusual departure.

On Mandela's 94th birthday, some South Africans express ambivalence (+video)

While many South Africans spent today celebrating former President Nelson Mandela's 94th birthday and his efforts to maintain political stability, others say he 'sold out' poorer blacks.

For much of the world, Nelson Mandela is the epitome of a saint; when given the chance to seek revenge against South Africa?s white population for the evils of apartheid, he called instead for reconciliation and tolerance.

At home in South Africa, it is this very call for forgiveness that is the center of controversy. Many black South Africans ? particularly those living in poorer townships ? ask if Mandela actually sold them out.

When Mandela was released from prison in 1990, and entered negotiations with the apartheid government of President Frederick De Klerk, he succeeded in guaranteeing free and fair elections that resulted in the peaceful transfer of power from the white racist National Party government to the black-majority African National Congress party in 1994. Separate negotiations over economic power ? such as ownership of land, mineral rights, industry, and the banking sector ? largely left whites in charge, a matter that continues to rankle many black South Africans.

Even Mandela?s own former wife, Winnie Madikizela-Mandela, famously told an interviewer in 2010 that her ex-husband was an ?albatross around the necks of my family,? and that he ?let us down.?

This view is by no means universal. On Wednesday, as many as 12 million South African school children started the day by singing happy birthday to the man they call ?Tata Madiba.? Tata means father in Mandela?s native isiXhosa language; Madiba is Mandela?s clan name, and a term of adoration for Mandela. Many South Africans of all races celebrated ?Mandela Day? by spending at least 67 minutes in community service, a minute for each year that Mandela served as a member of the ANC.

While some black South Africans express disappointment that Mandela didn?t push for a better deal with the apartheid government, many black South Africans argue that Mandela did a greater good for the country?s future by giving a higher priority to economic growth and stability rather than ?justice.?

Retired Archbishop Desmond Tutu ? who, like Mandela, received the Nobel Peace Prize for his efforts at reconciliation in South Africa ? issued this statement on Mandela?s birthday:

"The greatest gift our nation could possibly give uTata Nelson Mandela for his 94th birthday this week would be to emulate his magnanimity and grace," Mr. Tutu is quoted by the Sowetan newspaper as saying. "Mr. Mandela taught us to love ourselves, to love one another and to love our country. He laid the table so that all South Africans could eat."

White House makes clear: No push for new gun laws

WASHINGTON (AP) ? President Barack Obama will not push for stricter gun laws this election year, the White House said Thursday, one day after his impassioned remarks about the need to keep assault weapons off the streets suggested he may plunge into that political fight and challenge Congress to act.

Instead, Obama's stand on the government's role ended up right where it was after the mass shooting in Colorado last week: Enforce existing law better.

That is same view held by his Republican opponent, Mitt Romney, as both reach for broader and more politically appealing ways to keep guns away from killers.

Obama still wants Congress to reinstitute a federal ban on military-style assault weapons that lapsed years ago, his spokesman Jay Carney said. But the president is not and has not been pushing for that ban, a nod to the politics of gun control.

There is no interest among many lawmakers of both parties to take on the divisive matter. Especially not with an election in just over 100 days.

Sealing the matter, Senate Majority Leader Harry Reid said Thursday the Senate's schedule is too packed to even have a debate on gun control.

Asked if the Senate might debate the issue next year, Reid said, "Nice try."

Public opinion has shifted away from tighter gun control. Twenty years ago, polls showed that a substantial majority supported stricter limits on guns. Now Americans appear evenly divided. Nearly every statement on the matter from Romney and Obama includes reminders that they stand by the Second Amendment.

From the White House, Carney said: "There are things that we can do short of legislation and short of gun laws."

The lack of legislation reflects that reality, too: Police say laws and background checks are often futile in keeping someone with horrifying intent from executing a massacre. Authorities say the suspect in the Aurora, Colo., shootings broke no laws when he purchased the guns he is accused of using, and he passed the required background checks.

Obama and his team "gain nothing politically, and they just don't have the horsepower to pass anything," said William Vizzard, professor emeritus of criminal justice at California State University, Sacramento, and an author on gun control politics. "And then the problem is trying to craft a law that would really do something."

Yet at least one prominent gun control group sought Thursday to pressure Obama and Romney to offer voters concrete plans. The group's president, Dan Gross, said words alone were not enough in a nation in which 32 people are killed by guns each day. He specifically challenged Obama to move beyond the rhetoric.

"The president said very similar things in his last campaign," said Gross, head of the Brady Campaign to Prevent Gun Violence. "A speech is not a plan. An endorsement of a measure is not a solution."

It was Obama who stirred the issue in speaking Wednesday night to the National Urban League, a civil rights organization whose mission is to help black Americans secure economic opportunity and power.

In his most extensive remarks on guns since the Colorado shooting left 12 dead and dozens wounded, Obama said steps to reduce violence have been opposed by Congress and "we should leave no stone unturned" in the national imperative of keeping young people safe.

And he got specific on assault-style weapons. "A lot of gun owners would agree that AK-47s belong in the hands of soldiers, not in the hands of criminals ? that they belong on the battlefield of war, not on the streets of our cities," he said.

Obama's message was comprehensive, but he ultimately did not promise anything specific. He spoke of community policing strategies and mental health centers, or programs that steer people away into safe activities instead of gang violence, of ensuring that parents and teachers step in to fill a hole in a child's heart "that government alone cannot fill."

Romney, in an interview Thursday with CNN, said new laws won't help. He cited the case of Timothy McVeigh, who was convicted and put to death for the 1995 bombing of a federal building in Oklahoma City, which killed 168 people. McVeigh used fertilizer in constructing his bomb.

"I think that the effort to continue to look for some law to somehow make violence go away is missing the point," Romney said. "The real point has to relate to individuals that are deranged and distressed, and to find them and help them and to keep them from carrying out terrible acts."

The ban on assault weapons that became law in 1994, during President Bill Clinton's first term, contributed to the Democrats' loss of Congress that year. It expired during George W. Bush's presidency in 2004.

The ban would have prevented the Colorado shooting suspect, James Holmes, from legally buying one of the four firearms police found on him and in his car, an assault rifle. It also would have prevented him from buying new high-capacity ammunition magazines.

Vizzard, the gun control scholar, said there are legislative ways to reduce gun violence, particularly over a longer term of 20 to 30 years. But with an estimated 300 million guns in the United States, he said, Obama is right that "the things that have the most impact are cultural" and that shape the behavior of young people.

Obama once got into his own firestorm during the 2008 presidential race by saying some bitter small-town residents cling to guns and religion for solace. This time, Vizzard said, the president will not give any material to critics who believe he is out to strip their gun rights.

"He's a cagey guy," Vizzard said. "He's just not going to do it."

Google shows off Creator Space in London, hopes to foster more professional YouTube videos

Google confirmed a few months back that it was looking to build some studios in at least a few cities to give YouTube video makers a more professional workspace, and we now have our first good look at exactly what it's had in mind. The company's today released a video showcasing its new London-based Creator Space, which is said to be opening its doors in the "next few weeks" in Google's own Soho office. While there's no word on the costs involved just yet, the space does certainly look to be well-equipped, boasting a range of DSLRs and professional video cameras, a green screen room, lighting rigs, editing suites, and audio booths -- not to mention lectures and workshops to help folks get the most out of all that gear. No further word on those other studios just yet, but you can get a glimpse of this one after the break.

Batavia representatives explain property tax process

BATAVIA ? Batavia resident Terrence Pogge said he was shocked after receiving what he called a ?huge jump? in his school taxes this year.

?It?s not that I don?t support what they are doing,? said
Pogge, a former teacher. ?I?m more concerned about the district?s expenses. I have questions about the district?s management and efficiency.?

Pogge was one of 80 to 100 people who attended Tuesday?s Eggs & Issues program at Batavia High School titled ?Understanding Your Property Tax Increase.? The Batavia Chamber of Commerce and Batavia MainStreet sponsored the program.

Representatives from the Batavia School District, city of Batavia, Batavia Park District and the Batavia Library District spoke at the meeting.

Rising school district property taxes generated much of the interest at the meeting. Residents saw an average increase of 10.8 percent in their school taxes this year, said Kris Monn, the district?s assistant superintendent for finance.

Monn explained that the school board from 2007 to 2010 abated $6.3 million of taxes from the community to respond to the economic crisis. In 2011, Monn said the board no longer had any reserves to lower the debt payment and refused to burden future generations with increased debt.

?The tax increase and extension were allowed to return to their natural level, resulting in a large increase on the 2012 tax bills,? Monn said.

The school board had previously agreed to keep the district?s tax rate at $4.69 per $100 of assessed valuation as part of the community?s support in 2007 of a $75 million bond project to fund the expansion of Batavia High School and other construction projects.

Monn said homeowners next year should see an increase of $50 in their school taxes, assuming an average property value decrease of 5 percent.

The district is projecting a surplus of $143,000 in its operating fund for the 2012-2013 budget. A public hearing on the tentative budget is set for 7 p.m. Sept. 11 at the Rosalie M. Jones Administration Center, 335 W. Wilson St.

Kane County Supervisor of Assessments Mark Armstrong told residents that if residents really want to lower their taxes, they should make their voices known at budget hearings.

?Everything starts off with the tentative budget,? he said. ?This is the time if you want to have input on the budget. When the tax bill comes out, it is too late to think about that government spending.?

Mom condemns violence in wake of police shooting

ANAHEIM, Calif. (AP) ? The mother of an unarmed man who was shot by Anaheim police officers has condemned violent protests against the killing, saying Wednesday she did not want them to become her son's legacy.

"I watched as my son took his last breath. I watched as his heart stopped beating for the last time," Genevieve Huizar said, breaking into sobs. "Please, please, please stop the violence. It's not going to bring my son back, and this is the worst thing any mother could go through."

Her news conference followed a fourth day of violent protests over Saturday's police shooting of Manuel Diaz and the Sunday police shooting of another man who fired at police during a pursuit. A police dog escaped shortly after Diaz was shot Saturday and bit a bystander.

In the latest wave of protest, as many as 600 demonstrators surged through downtown Tuesday night, smashing shop windows, setting trash fires and hurling rocks and bottles at police, authorities said.

Huizar said her family had not participated in any violence.

At an earlier news conference, Mayor Tom Tait said the U.S. attorney's office had agreed to review the officer-involved shootings and that he planned to meet with members of that office and the FBI on Friday.

"We will have a clear and complete understanding of these incidents" followed by a public dialogue on what actions should be taken, Tait said at a news conference.

The shootings and resulting demonstrations marred the image of the Orange County city, which is home to Disneyland and the Angels baseball team but also has neighborhoods teeming with gritty apartments.

Like much of California, the city of more than 330,000 has changed significantly since Disneyland put it on the map in 1955. With its growth spurt, the once mostly white population is now more than 50 percent Hispanic and there's a sense of disenfranchisement from some in the Latino community.

The violence downtown spread into Wednesday morning and left 20 stores with shattered windows, authorities said.

Twenty-four people, including four minors, were arrested on suspicion of crimes ranging from failure to disperse to assault with a deadly weapon, Police Chief John Welter said at a news conference.

Video showed knots of young men and women looting a T-shirt store and breaking the windows of a Starbucks.

Some 300 police from Anaheim and surrounding communities were called in and riot-clad officers used batons, pepper balls and beanbag rounds.

At least six people were injured, including a police officer who was struck on the arm with a brick, a protester who was hit in the chest by a pepper ball, and two reporters who were struck by rocks and a beanbag round, police and witnesses said.

None was immediately hospitalized.

Police will examine videos of the protests to identify violent protesters and there could be further arrests, Welter said.

"Vandalism, arson and other forms of violent protest will simply not be tolerated in our city," Tait said. "We don't expect last night's situation to be repeated but if it should be, the police response will be the same: swift and appropriate."

The violence erupted from a peaceful rally after demonstrators unable to get into a packed City Hall meeting blocked a nearby intersection. After several hours, police declared an unlawful assembly and moved in, Welter said.

As they cleared the street, groups of 50 to 100 people splintered off and moved through downtown, throwing rocks and bottles at police and passing motorists and setting fires in trash bins, Welter said.

Diaz's family sued the city and the Police Department on Tuesday, claiming he was shot and killed Saturday while running away. The family is seeking $50 million in damages.

Online court records show Diaz was convicted last year of drug possession, and three years earlier of possessing a firearm on school grounds and being a member of a criminal street gang.

The second shooting occurred Sunday when officers spotted a suspected gang member in a stolen sport utility vehicle. After a brief pursuit, police said 21-year-old Joel Mathew Acevedo fired at an officer who returned fire and killed him.

At Tuesday's City Council meeting, scores of angry residents called for the police chief to be fired and for creation of a civilian police oversight commission.

Residents said the city needs to pay more attention to poor, gang-ridden areas and less attention to developers seeking to build hotels near the Disneyland resort area.

"Folks ... think of Disney and Anaheim and everyone would say it's a happy place," said Joanne Sosa, spokeswoman for the group Take Back Anaheim. "What they don't know is that for years and years, the City Council has ignored the cries from the people that are disenfranchised."

The back-to-back deaths were the fourth and fifth fatal police shooting in this Orange County city this year.

Welter has said that Diaz was shot after two officers approached three men who were acting suspiciously in an alley before running away. One officer chased Diaz to the front of an apartment complex.

The chief would not say what led the officer to shoot Diaz. But Welter said Diaz failed to heed orders to stop and threw something on the roof of the complex that contained what officers believe was heroin. Both officers were placed on paid leave pending an investigation.

Stocks rise as Boeing, others report income gains

NEW YORK (AP) ? Stocks are mostly higher on Wall Street in early trading after Boeing, Caterpillar and other U.S. companies turn in better financial results.

The Dow Jones industrial average was up 57 points at 12,674 shortly after the opening bell Wednesday. The Standard & Poor's 500 rose more than four points at 1,343.

The technology-heavy Nasdaq composite fell 6 points to 2,857. The Nasdaq's biggest component, Apple, fell 4 percent after its earnings badly missed analysts' forecasts.

Caterpillar, which makes mining and construction equipment, rose $3.63, or 4.5 percent, to $85.06. Boeing rose $1.86, or 2.6 percent, to $73.89.

Netflix dropped $15, or 19 percent, to $65.39.

As the world?s leading learning company and global publisher, Pearson set out a $15 million fund to Asia and Africa. The investment will be providing funds for private education for students in poor families. It will also provide support services and teacher training. The large fund will be given to both current and new schools.

Sir Michael Barber, chair of for-profit Affordable Learning Fund, says that high quality education can be provided at a low cost. Even for private schools. He suggested that cost would be three to five dollars a month per student. The funds will aid schools and families in getting a better form of education. Even better than what is provided in government schools.

For some families, this will be a new door to a new form of education. While for others it is the same form of education but at a lower cost. Some countries not only have preexisting private schools, but they also prefer it over public schools. In countries such as Pakistan, more than 70% of students already attend private schools. Most of these students and their families find government schools to be unreliable. They would rather pay for better education even with financial difficulties. This investment by Pearson will lower the cost of private education for these families. Along with it, it will enable more families to also seek private education.

?Low-cost private schools are cheaper than government schools but often get significantly better results ? sometimes twice as good,? said Barber.
