Japanese fishing boat lost at sea in tsunami found off Canada

RENO, Nev. (KRNV & MYNews4.com) - According to King5 in Seattle, a Japanese fishing boat that washed away last March following earthquake and tsunami has been located off the coast of British Columbia.?

The office of Senator Maria Cantwell reports to KING 5 News the 150-foot vessel was located drifting about 120 nautical miles off the Queen Charlotte Islands. The boat was found floating right-side-up.

Japanese officials confirmed the boat was lost after the tsunami.

The National Oceanic and Atmospheric Association is aware of the situation as well.

It is estimated the boat would make landfall in about 50 days, but it will likely be removed by then because it is a hazard to navigation.

This is the first large piece of debris found on the West Coast following the earthquake and tsunami that struck Japan one year ago.

Doctors find clue in quest to predict heart attack

WASHINGTON (AP) ? Too often, people pass a cardiac checkup only to collapse with a heart attack days later. Now scientists have found a clue that one day may help doctors determine if a heart attack is imminent, in hopes of preventing it.

Most heart attacks happen when fatty deposits in an artery burst open, and a blood clot then forms to seal the break. If the clot is too big, it blocks off blood flow.

The problem: Today's best tests can't predict when that's about to happen.

"We don't have a way to get at whether an artery's going to crack, the precursor to a heart attack," said Dr. Eric Topol, director of California's Scripps Translational Science Institute.

Wednesday, Scripps researchers reported a new lead ? by searching people's blood for cells that appear to flake off the lining of a severely diseased artery.

Topol's team measured high levels of those cells, deformed ones, floating in the blood of 50 people who'd just had a heart attack. The research is reported in the journal Science Translational Medicine.

Next, Topol said his team soon will begin needed studies to learn how early those cells might appear before a heart attack, and if spotting them could allow use of clot-preventing drugs to ward off damage. Some San Diego emergency rooms will study an experimental blood test with chest-pain sufferers whose standard exams found no evidence of a heart attack, he said.

Don't expect a test to predict heart attacks any time soon ? a lot more research is needed, caution heart specialists not involved with the study. But they're intrigued.

"This study is pretty exciting," said Dr. Douglas Zipes of Indiana University and past president of the American College of Cardiology. It suggests those cells are harmed "not just in the minutes prior" to a heart attack, he said, "but probably hours, maybe even days" earlier.

"It's a neat, provocative first step," added Dr. William C. Little, cardiology chief at Wake Forest Baptist Medical Center. "But it is not a biomarker ready for prime time."

About 935,000 people in the U.S. have a heart attack every year, according to government figures. Doctors can tell who's at risk: People with high blood pressure and cholesterol, who smoke, have diabetes, are overweight or sedentary.

But there's no way to tell when a heart attack is imminent. Tests can spot that an artery is narrowing, or if a heart attack is under way or already has damaged the heart muscle. They can't tell if the plaque inside arteries is poised to rupture.

So it's not that uncommon for someone to suffer a heart attack shortly after passing a stress test or being told that their chest pain was nothing to worry about.

Wednesday's study, funded by the National Institutes of Health, investigated cells shed from the endothelium, or the lining of blood vessels, into the bloodstream. They're called "circulating endothelial cells."

First, Topol's team paired with Veridex LLC, a Johnson & Johnson unit that makes technology used to find cancer cells floating in blood. Could it find these cardiovascular cells, too?

The team took blood samples from 50 heart attack patients ? before they had any artery-disturbing tests or treatments ? and from 44 healthy volunteers. They counted lots of the endothelial cells floating in the heart attack victims' blood, and very little in the healthy people's blood.

The big surprise: The cells in the heart patients were grossly deformed. "Sick cells," is how Topol describes them.

The study couldn't tell when those abnormal cells first appeared ? and that's key, said Wake Forest's Little. It's not clear how many heart attacks happen too suddenly for any warning period.

But Topol theorizes there are plaques that break apart gradually and may shed these cells for up to two weeks before the heart attack. He cites autopsy studies that found people's arteries healed several plaque ruptures before the final one that killed them.

Topol said Scripps and Veridex have filed for a patent for a blood test to detect the abnormal cells.

NASA's Dawn craft captures new images of asteroid

PASADENA, Calif. (AP) ? Scientists analyzing the surface of a giant asteroid are puzzling over bright spots that represent some of the purest materials seen so far by a NASA spacecraft.

NASA on Wednesday released new images of the asteroid Vesta taken by the orbiting Dawn spacecraft that show some places on the surface twice as bright as others.

The bright material, found mostly around craters, appeared as a result of rocks slamming into the surface and exposing it. Researchers are still trying to determine what it's made of but believe it's pristine and unchanged from the asteroid's formation some 4 billion years ago.

Dawn has been studying Vesta since it entered orbit last year. The spacecraft is set to depart Vesta this summer and cruise to another asteroid, Ceres, arriving in 2015.

And as before, remember that a specimen is not the same thing as a drawing.? A drawing shows what the mark is; a specimen shows how the mark is used.

Section 1 is overwhelmingly the most common filing basis, as it covers the use and intended use of trademarks in interstate commerce, territorial commerce involving a U.S. territory, or commerce between the United States and a foreign country.

Section 44, on the other hand, is more rare and typically is used by applicants who are not located in the United States and who are basing their US application on a trademark application or registration from a foreign country.

As Section 1 is the proper basis for most applicants, let?s take a closer look at the specifics.? Filing under Section 1 is a simple matter.? It all depends on whether you are already using the mark in interstate commerce or whether you have a bona fide intent to use the mark in interstate commerce.? In either case, and to avoid losing your registration to fraud, the application must only list those goods and services upon which you?re already using the mark or have a bona fide intent to use the mark.? If you?re not yet using the mark for certain goods and services or don?t yet have a bona fide intent for certain goods and services, don?t include them in the application.

If you are already using the mark in interstate commerce on all of the goods and services listed in the application, your correct basis is Section 1(a).? Select Section 1(a) from the options and submit the required information.

If you are not yet using the mark in commerce, but have a bona fide intent to do so within the next 3-4 years, your correct basis is Section 1(b).

Now, you might be asking, ?What exactly is a bona fide intent??? Well, intent can take many forms, but it?s more than just an idea and less than market-ready.? Bona fide intent might include having a current business plan, creating sample products, or performing other initial business start-up activities.

You should have evidence of your intent in physical or digital form, in case your intent is ever challenged, but you do not need to submit it with your application.? Section 1(b) only requires you to declare that you have a bona fide intent to use the trademark.

As you will see in the application, both Section 1(a) and Section 1(b) have different filing requirements.? Section 1(a) requires you to submit a specimen, or example of how you use the mark in commerce, when you file and to indicate when you started to use the mark.? Section 1(b) requires you to submit a specimen in the future, but means that you will have to either submit an Amendment to Allege Use or a Statement of Use to do so.? Both the Amendment to Allege Use and the Statement of Use mean submitting additional forms and the payment of additional fees.

Selecting a basis is simple enough; it all depends on whether you?re already using the mark now or whether you intend to use it in the future.

Scientists identify neural activity sequences that help form memory, decision-making

ScienceDaily (Mar. 14, 2012) ? Princeton University researchers have used a novel virtual reality and brain imaging system to detect a form of neural activity underlying how the brain forms short-term memories that are used in making decisions.

By following the brain activity of mice as they navigated a virtual reality maze, the researchers found that populations of neurons fire in distinctive sequences when the brain is holding a memory. Previous research centered on the idea that populations of neurons fire together with similar patterns to each other during the memory period.

The study was performed in the laboratory of David Tank, who is Princeton's Henry L. Hillman Professor in Molecular Biology and co-director of the Princeton Neuroscience Institute. Both Tank and Christopher Harvey, who was first author on the paper and a postdoctoral researcher at the time of the experiments, said they were surprised to discover the sequential firing of neurons. The study was published online on March 14 in the journal Nature.

The findings give insight into what happens in the brain during "working memory," which is used when the mind stores information for short periods of time prior to acting on it or integrating it with other information. Working memory is a central component of reasoning, comprehension and learning. Certain brain disorders such as schizophrenia are thought to involve deficits in working memory.

"Studies such as this one are aimed at understanding the basic principles of neural activity during working memory in the normal brain. However, the work may in the future assist researchers in understanding how activity might be altered in brain disorders that involve deficits in working memory," said Tank.

In the study, the patterns of sequential neuronal firing corresponded to whether the mouse would turn left or right as it navigated a maze in search of a reward. Different patterns corresponded to different decisions made by the mice, the Princeton researchers found.

The sequential neuronal firing patterns spanned the roughly 10-second period that it took for the mouse to form a memory, store it and make a decision about which way to turn. Over this period, distinct subsets of neurons were observed to fire in sequence.

The finding contrasts with many existing models of how the brain stores memories and makes decisions, which are based on the idea that firing activity in a group of neurons remain elevated or reduced during the entire process of observing a signal, storing it in memory and making a decision. In that scenario, memory and decision-making is determined by whole populations of neurons either firing or not firing in the region of the brain involved in navigation and decision-making.

The uniqueness of the left-turn and right-turn sequences meant that the brain imaging experiments essentially allowed the researchers to perform a simple form of "mind reading." By imaging and examining the brain activity early in the mouse's run down the maze, the researchers could identify the neural activity sequence being produced and could reliably predict which way the mouse was going to turn several seconds before the turn actually began.

The sequences of neural activity discovered in the new study take place in a part of the brain called the posterior parietal cortex. Previous studies in monkeys and humans indicate that the posterior parietal cortex is a part of the brain that is important for movement planning, spatial attention and decision-making. The new study is the first to analyze it in the mouse. "We hope that by using the mouse as our model system we will be able to utilize powerful genetic approaches to understand the mechanisms of complex cognitive processes," said Harvey.

Navigating the maze

Princeton researchers studied these neurons firing in the posterior parietal cortex of mice while they navigated a maze in search of a reward. The simple maze, generated using a virtual reality system, consisted of a single long corridor that ended in a T-intersection, requiring the mouse to choose to turn left or right.

As the mouse ran down the long corridor, it saw visual patterns and object signals on the right or left side of the corridor, like a motorist driving down a highway might see a sign indicating which way to turn at the T-intersection. If the mouse turned in the direction indicated by the signal, it found the reward of a drink of water.

The experimental setup required that the mouse notice the signal and remember which side of the corridor the signal was on so that it could make the correct decision when it reached the T-intersection. If it turned the wrong way, the mouse would not find the reward. After several training runs, the mice made the right decision more than 90 percent of the time.

In cases where the mice made errors, the neuronal firing started out with one distinct pattern of sequential firing and then switched over to another pattern. If the mouse saw a signal indicating that it should turn right but made a mistake and turned left, its brain started off with the sequence indicating the visual cues for a future right turn but then switched over to the sequence indicative of a future left turn. "In these cases, we can observe the mouse changing its memory of past events or plans for future actions," said Tank.

The mouse training and imaging experiments were conducted by Harvey, who is now an assistant professor of neurobiology at Harvard Medical School. Harvey was assisted in some experiments by Philip Coen, a graduate student in the Princeton Neuroscience Institute.

Constructing a virtual reality

In place of a physical maze, the researchers created on using virtual reality, an approach that has been under development in the Tank lab for the last several years. The mice walked and ran on the surface of a spherical treadmill while their head remained stationary in space, which is ideal for brain imaging. Computer-generated views of virtual environments were projected onto a wide-angle screen surrounding the treadmill. Motion of the ball produced by the mouse walking and turning was detected by optical sensors on the ball's equator and used to change the visual display to simulate motion through a virtual environment.

To image the brain, the researchers employed an optical microscope that used infrared laser light to look deep below the surface in order to visualize a population of neurons and record their firing.

The neurons imaged in these mice contained a "molecular sensor" that glows green when the neurons fire. The sensor, developed in the lab of Loren Looger, group leader at the Howard Hughes Medical Institute's Janelia Farm Research Campus, consisted of a green fluorescent protein engineered to glow in response to calcium ions, which flood into the neuron when it fires. The green fluorescent protein (GFP) from which the sensor was developed is widely used in biological research and was discovered at Princeton in 1961 by former Princeton researcher Osamu Shimomura, who earned a Nobel Prize in chemistry in 2008 for the discovery.

The virtual reality system, combined with the imaging system and calcium sensor, allowed the researchers to see populations of individual neurons firing in the working brain. "It is like we are opening up a computer and looking inside at all of the signals to figure out how it works," said Tank.

These studies of populations of individual neurons, termed cellular-resolution measurements, are challenging because the brain contains billions of neurons packed tightly together. The instrumentation developed by the Tank lab is one of the few that can record the firing of groups of individual neurons in the brain when a subject is awake. Most studies of brain function in humans involve studying activity in entire regions of the brain using a tool such as magnetic resonance imaging (MRI) that average together the activity of many thousands of neurons.

"The data reveal quite clearly that at least some form of short-term memory is based on a sequence of neurons passing the information from one to the other, a sort of 'neuronal bucket brigade,'" said Christof Koch, a neuroscientist who was not involved in the study. Koch is the chief scientific officer for the Allen Institute for Brain Science in Seattle and the Lois and Victor Troendle Professor of Cognitive and Behavioral Biology at the California Institute of Technology in Pasadena.

International Development - Finance Controller

South Sudan, an independent nation since 9 July 2011, is emerging from decades of brutal civil war rooted in disputes over religion, ethnicity, resources, governance and self-determination. The security situation remains fragile and testing operational challenges abound. IRC has been in South Sudan since 1989 and currently operates in Northern Bahr el Ghazal, Lakes, Unity, Jonglei, Central Equatoria and Eastern Equatoria states.

SCOPE OF WORK: The Financial Controller has overall policy and management responsibility for the finance and accounting functions of the country program. The Finance Controller?s responsibilities include general controllership, treasury and budget functions as well as staff management and training. The position is based in Juba with travel to field sites.

RESPONSIBILITIES:

Controllership

Ensures that all policies and procedures are in compliance with IRC and funding source policies, procedures, and requirements.
Establishes in-country finance policies, systems and procedures, and directs their implementation.?
Closely monitors all financial activities, and keeps the Country Director advised of all situations which have the potential for a negative impact on internal controls or financial performance.
Ensures monthly balance sheet reconciliations are completed on a timely basis and that those final reconciliations and trial balances are reviewed with the Country Director.
Provides country management and program staff with monthly budget-versus-actual expenditure reports and analysis for all grants and unrestricted funds.
Manages the finance department activities and schedules to meet the financial reporting requirements and deadlines specified by headquarters and donors.
Identifies requirements for and develops reporting formats to aid in the management of country operations and grant expenditures.
Directs the preparation of, and approves all donor financial reports in respect to accounting, legal and contractual requirements and ensures the review of such reports by the Country Director and Regional Controller prior to submission.
Develops, schedules and performs or supervises the completion of country internal control audits, and initiates actions necessary to correct internal control weaknesses.
Facilitates and co-ordinates external, internal, donor or government audits.
Oversees the protection of the country?s assets (cash, inventory, NEP) through the enforcement of internal control policies and procedures.
Maintains current knowledge of local government requirements related to financial matters and ensures compliance with tax regulations and other legal requirements.
Is the principal liaison with IRC HQ on all finance, accounting, grant budget management, and cash management matters.

Treasury

Supervises all country office bank relations and bank account activities including negotiation of fees, interest and currency exchange rates.
In compliance with IRC policy establishes country policies regarding cash holding limits, cash movements and foreign currency holdings.
Oversees the timely preparation, review and approval of all monthly bank account and cash reconciliations.?
Establishes country policies on advance payments, credit terms, and use of bank payment instruments.
Designs, implements, and monitors systems, procedures and reporting necessary to maintain on current basis accurate forecasts of cash requirements for meeting future spending, including commitments entered into and which obligate IRC to future spending.
Supervises the preparation of Cash Transfer Requests to New York and ensures that appropriate balances are maintained to facilitate grant implementation.
Ensures the development and implementation of a plan to minimize the country?s foreign exchange exposure to currency gains and losses.
Supervises the collection of contractual and other receivables.

Budget

Assists with the preparation and revision of grant proposal budgets.
Assists in the preparation and maintenance of the country?s Operating Budget; including preparation of budget guidelines to assist program managers in formulating budgets.
In compliance with donor requirements and IRC policy develops the ?Shared Program Costs? and ?Overhead Costs? budget and recommends a methodology for allocation to grant budgets.
Prepares the annual and monthly cash budgets based on approved funding.
Presents and facilitates the review of actual to budget expenditures with the Country Director and program managers.

Training & Staff Management

Establishes a finance department roles and responsibilities matrix; outlines relevant job descriptions; recruits and maintains adequate numbers of qualified staff to perform finance functions.
Ensures comprehensive and constructive performance reviews are completed on a timely basis and facilitates discussion of performance and career options with all country finance staff.
Develops and implements a training program for the country?s international and national finance staff to ensure staff development and minimize IRC?s exposure when staff are absent or depart.
Maintains current job descriptions for all positions within the finance group.
Oversees training and technical support to country program, logistics and administrative staff for skills improvement in the areas of accounting, reporting and internal control.

Japan gives China's yuan $10 billion stamp of approval

TOKYO (Reuters) - Japan will buy 65 billion yuan ($10.3 billion) of Chinese government debt, the country's finance minister said on Tuesday, giving China a mark of approval in the credibility of the yuan as an international currency.

Other countries are investing in China through state agencies, but Japan's investment is by far the biggest in the yuan. As a currency with limited convertibility, such bets are symbolic of the shift in global power towards China as the world's fastest-growing major economy.

Despite sometimes rancorous political ties between the two neighbors, Japan's economic fortunes are increasingly tied to China's economic growth and consumer demand.

China is already Japan's biggest trade partner and the two countries hold the world's biggest piles of foreign exchange reserves -- $3.2 trillion in China and $1.3 trillion in Japan.

"For China, the move is linked to its efforts to internationalize the yuan -- allowing foreign investments in its debt market will make the yuan more accepted internationally," said Zhang Yongjun, an economist at the China Centre for International Economic Exchanges, a government think tank.

Japan's finance minister, Jun Azumi, said on Tuesday that Japan had received permission from China to buy 65 billion yuan in Chinese government debt. He said Tokyo needed to carry out some administrative steps in coming months before purchases could begin.

"We feel this is an appropriate amount when considering our mutual goal of strengthening economic cooperation between Japan and China," Azumi told reporters.

AN INTERNATIONAL CURRENCY?

Japan and China agreed at a summit in December to strengthen financial cooperation and that included increased use of the yuan and yen in bilateral trade as well as Tokyo's buying of Chinese government bonds.

The Japanese investment will be handled outside of China's Qualified Foreign Institutional Investor (QFII) programme, a quota system and the primary channel for foreign portfolio investment, the Ministry of Finance in Tokyo said.

Japan is likely to buy a small amount of debt at first and then increase purchases while considering possible market impact when choosing the timing of the transactions, Azumi added.

"The market impact should be manageable because the amount isn't that large and the market for dollars is huge," said Junya Tanase, chief foreign exchange strategist at JPMorgan Bank in Tokyo.

"Still, this is significant for economic cooperation and reserves diversification. It's difficult to tell now, but it is possible for the amount of bond purchases to increase in the future."

Japanese purchases of Chinese bonds would also be a sign of credibility in Beijing's long-term efforts to elevate the yuan's status as an international currency. That effort so far has involved China's promotion of the yuan to settle trade.

Beijing has struck agreements with several nations from Malaysia to Belarus and Argentina on the use of the yuan in trade and other transactions. It has expanded a pilot programme started in 2009 into a nationwide one allowing firms to settle their trade in yuan.

The result has been a relative surge in the use of the currency. More than 9 percent of China's total trade was settled in yuan in 2011, up from just 0.7 percent in 2010.

CROSS HOLDINGS

China said on Monday it would continue its purchases of Japanese government debt, but would reduce purchases when the yen is rising to avoid exacerbating the negative impact of a strong yen on exports. At 82.25 per dollar, the yen is off a record high reached last October of 75.31 yen, but corporate Japan is highly sensitive to the exchange rate.

Japan hopes cross-holdings of investments between China and Japan will improve economic cooperation and communication between the two countries. Japan may gain more insight into Chinese thinking on the yuan through the cross-holdings, a source in Japan said.

The risk for both China and Japan is that sudden big purchases of their debt could have a major impact on their respective markets, so communicating their investment intentions would be important.

China and Japan have been talking about diversifying their foreign assets, but Japan particularly has been at pains to reassure of its unwavering confidence in the U.S. dollar, the globe's pre-eminent reserve currency.

Foreign investors can invest in China's stock and bond markets only through the QFII programme. The government has so far granted $24.55 billion in such quotas to nearly 130 institutions.

Nigeria indicated in September it wanted to diversify up to 10 percent of its $34 billion in foreign exchange reserves into yuan and the Financial Times reported the same month that Malaysia had bought yuan-denominated bonds.

Japanese Prime Minister Yoshihiko Noda and his Chinese counterpart, Wen Jiabao, agreed at a meeting on December 25 to support Japanese businesses issuing yuan bonds in Tokyo and other markets outside of China. Japan Bank for International Cooperation would also begin a pilot scheme for issuing yuan-denominated bonds in mainland China.

"Japan's buying of Chinese bonds will definitely help the process of yuan internationalization," said Li-Gang Liu, chief China economist at ANZ in Hong Kong.

"Increased buying by advanced countries of Chinese bonds will help boost confidence in yuan assets and speed up the process of yuan internationalization."

Few argue against the idea that the yuan will one day become a reserve currency. The World Bank expects China, which generated around $5.8 trillion in gross domestic product in 2010 compared with $14.5 trillion in the United States, to become the world's top economy before 2030.

But to be a reserve currency the yuan would need to become full convertible, analysts say. So far China has not indicated any timetable for achieving that although the central bank said on Monday it will encourage the value of the currency to be set by the market and step back from intervention "in an orderly manner".
